What is it?

.NET is a software framework for the Microsoft Windows operating systems, which brought innovative tools and features to develop applications for the desktop or the web, as well as components and services (web services).

It includes a large library and enables interoperability between programs written in various languages such as C # and Visual Basic. The original IDE (Integrated Development Environment) available for .NET is Microsoft's Visual Studio.
